Update: November 23, 2009
When African Americans were brought to America in "slave ships" their "culture" was taken from them, such as their language, tradtions, their way of life. They were treated with disrespect, discrimination, and other various types of indifferent treatment. This "cultural" dilemma can only be changed through its social policies, which is non-violent/non-aggressive action.
On November 20, 2009 I received a voice message from an administrator of the Village of South Holland stating I could come pick up the document I requested through the Freedom of Information Act. The document in question or listed in the narrative below is normally picked up from the South Holland Police Department, through a verbal request. Sergeant Connie Manojlovic decided to deprive me of this request.
On November 23, 2009 I picked up this document from the Village of South Holland. The document I picked up has a date of November 16, 2009, time 1:38 pm. I am not sure of what this means, but it is probably meant to "protect" the Village of South Holland. I still have not heard anything about the disrespect, discriminatory behavior, and indifferent treatment I suffered from Sergeant Connie Manojlovic. These people do not know how to apologize. Sergeant Manojlovick is part of the leadership of the South Holland Police Department. The leadership is part of the Management of the Village of South Holland. Management is permeated with nepotism and a right to passage, and so the beat goes on.
As with the "African American culture" deprivations and its "solutions", it appears the policies of the Village of South Holland are still embedded within the context of social slavery for the African American. They still will not acknowledge my Ph.D. When I received my calls from an administrator of the Village of South Holland, Deputy Chief Stegnega, and other employees they call me "Mr." Nance. The Village of South Holland attempts to give the appearance of "cultural" respect, but in reality they are still living in the irresponsible "dark" ages of racism, bigotry, and hatred.

The Mission of the South Holland Police Department is to create and maintain a climate of safety and security within our community, while delivering quality police and customer services, treating all with respect and dignity, representing ourselves and the village in a positive manner and fostering an environment that actively solicits community participation.
This is not what they do. What they do is discriminate, harass, and intimidate their community.

Mr. Millsaps:
On November 9, 2009 at approximately 2:30 pm I entered the South Holland Police station. I asked for a copy of the service call report for November 8, 2009. I informed the officer who was taking my request that Officer Roberts responded to the call, arriving at my home talking with my wife, daughter, and me about a “possible” theft at my home at approximately 11:40 pm on November 8, 2009. The officer assisting me told me that the only call in their system was for November 6, 2009. I asked to speak to the duty commander.
Sgt. Connie Manojlovic responded. Sgt. Manojlovic told me there was nothing in their system for a call from my home on November 8, 2009. Sgt. Manojlovic told me that the only call in their system was from November 6, 2009. I informed Sgt. Manojlovic that I called phone number 708-331-3131 option 2, which is the South Holland Police Department (SHPD) phone number, at 11:00 pm and talked to a female who took my information regarding a reported theft by me at my home. I informed Sgt. Manojlovic that if I had too, I could and would get my phone records to prove I called the South Holland Police Department as this time.
I informed Sgt. Manojlovic that I called the same number again at 11:30 pm because no one had responded. I informed Sgt. Manojlovic that I talked to Todd, who told me he worked in the Records Room at SHPD. I asked Sgt. Manojlovic if Todd worked in the Records Room for the South Holland Police Department. Sgt. Manojlovic confirmed that Todd works in the Records Room at SHPD. I informed Sgt. Manojlovic that Todd told me he saw my service call in the system, and that an officer would be responding shortly, coming to my home.
Sgt. Manojlovic continued to tell me no call was in their system, and that, I should come back when the officer who came to my house is on duty. I stated “are you telling me that I should come to the South Holland Police Station at 11:30 pm to talk to the officer who came to my home?” I informed Sgt. Manojlovic that a citizen of Illinois and resident of South Holland should not have to find an officer to justify a service call or attendance at their home. I asked to speak to her supervisor. Sgt. Manojlovic told me she did not have a supervisor, and that, she was in charge. I asked Sgt. Manojlovic if there was anyone over her rank on duty at the South Holland Police station at this time. Sgt. Manojlovic told me she was in charge.
Sgt. Manojlovic told me that I did not have a right to a report; that I come to the South Holland Police station “every day” asking for a report; and that we (the South Holland Police Department) do not have to give me a report. I told her I was not going to let her take me into a conversation that was adversarial and disrespectful to a police officer. I told her I was going to write this letter. I asked for her name. Sgt. Manojlovic began to spell her name to me so that I would “get” it right.
I told Sgt. Manojlovic that I would call her superiors in the morning, that is, Tuesday, November 10, 2009, and tell them of my experiences with a supervising officer of the South Holland Police Department. I told Sgt. Manojlovic I would write this letter. Sgt. Manojlovic did not care about me writing this letter. I did not get her comment because she “stormed” away from me, leaving me in the lobby of the South Holland Police Department.
There is a sign posted in the South Holland Police Department’s lobby of their reception area stating the every one that enters their facility should be aware that they are being video and audio recorded. Sir, I am requesting that you check your video and audio recordings for this time to validate my statements here.
I respectfully request all and any reports taken for my service call and response to it for November 8, 2009, and November 9, 2009 because I called Officer Malone also and got no response. If I need to fill out a “freedom of information” form, please do not hesitate to let me know. I also request an apology from Sgt. Manojlovic for disrespecting me in front of her subordinates and the other citizens of South Holland who were in your lobby at the time.
Sir, it appears from Sgt. Manojlovic’s conversation that someone erased my service call from the South Holland Police Department’s system. I respectfully request an investigation into this matter. I respectfully request an investigation into my allegations. I request a “final” report from this investigation in writing.
I respectfully request you to instruct your officers to act professionally, and to cease, discontinue, desist, and refrain from having injurious communication with me and my family that could lead to civil litigation. From the encounter I had with Sgt. Manojlovic, it seems that it could be plausible and conceivable to believe the police officers of South Holland would plant illegal drugs or a weapon on me if I was stopped for a minor traffic accident or any other form illegal stop or intimidate and harassment me and my family if they made their presence known at my home. How does a citizen of Illinois, and resident of South Holland supposed to live in harmony with a system that discriminates, harasses, intimidates and acts with extreme prejudice with biased actions towards its residents? Please respond.

Update: November 10, 2009
I called the South Holland Chief of Police, Mr. Millsaps, twice today. I had to leave a voice mail because I was told by Stacey that he was out of the building this morning, and now at 2:01 pm (CST) that he was unavailable. I left a message on his voice mail at 2:01 pm requesting a return call to confirm he had the fax sent to him on Monday, November 9, 2009, which is the letter above. The phone call this morning, where I left another voice mail, requested this same information and alerting Mr. Millsaps that I had just sent the letter above by certified mail to him. Ms. Stacey took both phone calls from me, directing me to Mr. Millsaps phone to leave a message.
Update: November 11, 2009
On Tuesday, November 10, 2009, I received a call from the Chief of Police Mr. Warren Millsaps' secretary Debbie at 4:50 pm (CST)stating that the Chief did receive my fax, and has turned the matter over to Deputy Chief Stegenga because he in charge of the Sergeants. Debbie reports that Deputy Chief Stegenga will return to work on Thursday, November 12, 2009. Debbie reports that the Chief wanted to call himself but he has been in meetings all day and asked her to call me before she left work on Tuesday, November 10, 2009. I guess Deputy Chief Stegenga will call me on Thursday, November 12, 2009, to pick up my request. I hope he will discipline Sergeant Manojlovic for her behaviors in this matter.
Update: November 14, 2009
On November 13, 2009 I received the Certified Mail receipts reporting that the Mayor of South Holland, Mr. Don DeGraff and Chief of Police Warren Millsaps received the hard copies of my letter dated November 9, 2009 on this issue.
South Holland Police Department's Chief of Police Warren Millsaps and Deputy Chief Stegenga have not contacted me, nor have they issued the documents I requested. The only contact I have had is from Debbie who reports she is the Secretary to Chief Millsaps. On November 13, 2009 at approximately 9:21 am I called the South Holland Police Department asking for Debbie. I informed Debbie that I had not heard from Deputy Chief Stegenga. I asked Debbie about the documents I requested from Sergeant Manojlovic. I informed Debbie that I have not received the documents I requested. Debbie informed me that she knew nothing about my issue, but was directed to call me with the information stating that Chief Millsaps said that Deputy Chief Stegenga was addressing the issue with Sergeant Manojlovic. Debbie informed me that both Chief Millsaps and Deputy Chief Stegenga were attending a meeting in Chicago. Debbie asked me if I wanted to leave a message on Chief Millsaps phone. I told her yes. I left a message stating that Deputy Chief Stegenga had not contacted me. I left a message asking Chief Millsaps if I had to file a "freedom of information" document to receive the documents I requested, which are documents I have received in the past without filing "freedom of information" paperwork.
Update: November 16, 2009
On November 16, 2009 at approximately 9:15 AM I filed a "Request for Public Records Under the Provisions of the Freedom of Information Act (F.O.I.A.)" with the South Holland Illinois Village Hall stating "South Holland Police Department Service Call/Law Supplemental Narrative for Dr. Fred Nance Jr.'s call to SHPD for November 8, 2009 at 11:00 pm and 11:30 pm with Officer Roberts comments/narrative (example service call report attached; and letter to Chief Millsaps attached). I was informed by the employee who took my F.O.I.A. request that the Village of South Holland had 7 business days to respond. The service call report attached is from a previous call from my home where Deputy Chief Stegenga had to assist me in acquiring when I had a hard time getting the report on or about November 3, 2009 from the South Holland Police Department. This report is regarding Thornwood High School, and its contribution to school violence.
Update: November 17, 2009
On November 16, 2009 at approximately 1:15 pm Deputy Chief Stegenga called me stating he had been in training 2 days last week, and wanted to call me to let me know that no decision had been made because he was just starting to investigate my issue.

A disadvantaged or disenfranchised person or group is anyone who is socially, culturally, and politically deprived of or oppressed from life, liberty and the pursuit of happiness. Change takes place through our legislative body of Senators and State Representatives, not from the Judicial bench.
