President Barack Obama signed a new nuclear arms reduction treaty with Russian President Dmitry Medvedev in Prague Thursday. The new agreement replaces the Strategic Arms Reduction Treaty, or START, that expired in December and must be ratified by the U.S. Senate. The countries agreed to reduce the number of warheads on each side by one-third, to about 1,500, and the treaty would limit long-range missiles.
