The Obama administration estimated Thursday that the universe of people who received insurance cancellation letters but have yet to sign up for a new plan is less than a half million.

The estimate is much smaller than the projections that millions of people who lost coverage on the individual market would lack insurance on Jan. 1. As many as 15 million people were believed to be impacted, but senior administration officials said the pool was never that large, in part because many policies were grandfathered or automatically renewed by insurers.
