Still the Commander in Chief

Many are expecting President Bush to deliver a sober State of the Union, a speech full of resignation to new Democratic majorities.

But if the president studies recent history, he will see that neither Bill Clinton after his epic rebuke in the 1994 elections or Ronald Reagan after the GOP's huge losses in 1986 did other than stand on the principles they had run on.

George Bush won a four-year term in 2004, and holds executive authority for two more years, an authority he should announce and resolutely defend in tonight?s appearance before the joint session of the Congress.

If the Democrats want stalemate and obstruction they can surely accomplish that, having had much practice over the preceding two years. But without the president's cooperation, they can move little of their agenda items forward.

Democrats and their friends in the media have been talking as though November repealed Article II of the Constitution which vests the executive with its independent powers. Humility on the part of Speaker Pelosi and Majority Leader Reid may not come easily to them, but it is the Constitution's design.
