Alsip, Illinois Mothers battling addiction may lose homes as early as Thursday without lawmakers' intervention. Why won't Illinois Governor Blagojevich cut the budget of WestCare Foundation, Inc. at Sheridan Correctional Center. WestCare is providing counseling services to inmates with a fiscal year 2008 budget of 3,900,000.00. I guess the Illinois Governor's "Sheridan Project" and the inmates mean more than defenseless women and children. If this is true, what about the Second Chance Act of 2007?
